...so I suspect this notice at Asakusa Station is probably preventive. On the other hand, Asakusa is one of the most touristic places in Japan and there's a good chance many people would want to shoot it from above. The funny thing is that, as one would expect and as per the stereotype there are countless drones available in the Japanese market.
