Allegedly, when carps (koi/鯉) swim upstream, they become dragons. This one, however, in the decorative pond of Susanoo Jinja shrine (素盞雄神社) in north Tokyo's Arakawa Ward (荒川区) doesn't seem to be particularly interested about the dragon over its head.
