This is the name of this bar/restaurant in "Inner Asakusa", the area behind Sensoji. And the name makes more sense in Japanese: it is "Kangaeru Kangaroo" (考えるカンガルー) and I am sure that the person who thought of it, is very satisfied with themselves --I would be.
