They call them "bosozoku" (暴走族) which means "the tribe that runs out of control" -it's hardly surprising that the title doesn't bother them that much. Their basic characteristic is noise (removing mufflers etc.) and customizing the look of their (usually small) bikes. And a dose of, ahem, pride of being Japanese.
