...in the style called Keirin (競輪/ケイリン) that is also now in the Olympics, started in Japan as a gambling sport. It is one of the four kinds of races that are controlled by the government; altogether they are called "koei kyogi/公営競技" i.e. public sports and the other three are horse races, powerboat races and asphalt speedway motorcycle races.
