Despite the fact they are not particularly religious, the Japanese are still doing several pilgrimages and one of them is Kumano Kodo (熊野古道) which passes through one part of Osaka. The shop this mannequin is standing in front of is selling clothes and equipment for pilgrims --they are called "henro" (遍路) in Japanese.
