To me, "matsuri" means "Asakusa" but to Edo and Tokyo "matsuri" used to mean "Kanda" (because of the Kanda Matsuri, one of Edo's three biggest), hence this sticker somewhere in Ochanomizu, right next to Kanda: a reminder of the police emergency telephone number illustgrated with many Pipo-kun (ピーポくん), police's mascot carrying an omikoshi. The sticker has been made by the Kanda Police Station.
