...or drunk sarariman (サラリーマン/office workers), an immobilization weapon called "sasumata" (刺股) shaped as shown in the illustration. Sasumata was indeed used from Edo Period law enforcers to immobilize samurai from a distance because they were carrying swords but here, it is from Ueno station and the notice is from train operator JR warning the public it is also using it.
