Or in Japanese "ミライザ": it was built in 1931 and house the Imperial Army's 4th division and later, the museum of the city of Osaka; today it is a multi-purpose space that hosts exhibitions and houses various shops, cafés, restaurants etc. And it's right next to the castle.
