One of the things that annoy me immensely in Japan is the beyond any apparent reason overuse of plastic. The particular product is one of the best illustrations of this phenomenon: the bag contains seven small buns filled with weenies which reach up to the white letters that read "つつみ" ("tsutsumi" i.e. something that is wrapped). All the rest is empty. Why? I haven't figured it out and I haven't found anyone who has.
