I don't know how it is in other countries but in Japan, the bottles with hand sanitizer are often like this. With a pedal, a tray so the liquid doesn't fly left and right, a non-slip mat for when it does fly and with a sign explaining that you can also operate the bottle by hand, if you want. The language is, of course, very polite. From Takashimaya department store in Nihonbashi.
