Next to the sign with the horse, another one, more permanent, with the seven gods of good fortune. Shirahata Jinja includes a temple to one of them, Bishamonten (毘沙門天) and there are people visiting it as part of a pilgrimage to seven temples/shrines, one for each god --these pilgrimages are called "Shichifukujin Meguri" (七福神めぐり) and can be found all over Japan (there is one in Asakusa too). Note the crate: it is for children to climb on it and take a picture with their head in place of Bishamonten's.
