Election campaigns are done with a very specific way in Japan in regard to how and where and how candidates are allowed to promote themselves. One of the most popular (for politicians, because for voters it's very annoying) ways are vans with speakers in which candidates ride and drive around neighborhoods repeating their name and their party's name. Here is one such van parked for the night at a public open air garage. Because the election campaign period hasn't officially started yet, and because if it stays there all night the candidate will be disproportionately promoted compared to her opponents, they covered her pictures and name with paper.
