The particular one issues family registry and identity seal certificates; when dealing with important documents Japanese don't sign their name but use some small red seals which are registered in the city's records. These certificates are the most common ones when dealing with public services so with 200 yen you can have them issued without needing to wait. (These machines can be found in several local government public buildings.)
