More specifically in the arcade called "Nishi Sando" (西参道) i.e. the western road leading to the temple --the temple is, of course, Sensoji and this arcade is indeed at its west side. Usually it's full of people going in and out its shops but in the evening it is usually empty. The banners are advertising some video game trending these days. Or these hours.
