In Gunma's Kusatsu (yes, the one with the onsen), there is a zoo with monkeys and capybara so the locals thought that the Year of the Monkey was a very good way to advertise it with a sign saying "This year is the Year of the Monkey so come and see the cute monkeys and capybara". The remaining 11 years, they just cover the "is the Year of the Monkey so" part -they just don't cover it well enough.
