Tsukudajima was a fishing village (its name comes from tsukudani/佃煮 a kind of preserve made of fish and seafood collected right there) and the atmosphere remains even though this is a place literally next to Ginza, one of Tokyo’s most cosmopolitan and expensive areas.
And yes, some people still fish here.
